About

Rob represents CCES in South East Asia, and also holds the role of Course Director Excise Studies.  Rob also holds the position of Adjunct Associate Professor at the University of Canberra.

Rob is based in Bangkok, Thailand and works extensively across the region in excise policy development as well as indirect tax (customs, excise, environment tax and VAT) administration reform and capacity building.  In the most recent years, Rob has worked on long term reform projects with:

  • Tax Policy Department of the Vietnamese Ministry of Finance;
  • The Thai Excise Department;
  • Cambodian Customs & Excise Department;
  • Sri Lankan Customs and Excise Department;
  • The World Bank and Philippines Department of Finance on sin tax policy reforms; and
  • The Asian Development Bank on the Cross Border Transport Agreement in the Greater Mekong Sub-region.

As well as teaching Excise Studies at Charles Sturt University, Rob has also recently delivered the Indirect Tax module on the Masters of Taxation program at the Shanghai Customs College, and was one of the facilitators of the Customs Leadership & Development program for Malaysian and Indonesian Customs officers.  

Rob has also been involved in various short term assignments in the region on behalf of Thai Customs, Thai Fiscal Policy Office, Malaysian Treasury, Indonesian Customs & Excise Department, Indonesian Bureau of Fiscal Policy and the World Bank office in the Philippines.  Rob also co-authored with Interpol a handbook for enforcement officers combating the illicit trade in tobacco products.

Rob has also been widely published in articles on excise taxation policy and administration, and presented many of these papers in regional seminars, and conferences.
