Profile

Leo is a senior lecturer at the School of Policing Studies, Charles Sturt University. He holds a PhD in International Development/Security Studies from the University of Southern Mississippi, an MA in International Relations from the University of Indianapolis, and a BA in Criminal Justice/Police Science from Central Police University, Taiwan.

Before joining Charles Sturt University, Leo was an assistant professor of Criminal Justice and Security Management at Ming Chuan University and an adjunct assistant professor at Central Police University, Taiwan. He also served as a visiting lecturer at the University of Malaya, Malaysia, and the University of Glasgow, UK.

With nearly 20 years of experience as a police officer, he reached the rank of Senior Superintendent and held various roles, including criminal investigator and police attaché to the United States. Leo is a certified Operational Risk Manager and Cyber Intelligence Professional. He also received Crisis Management Training from the Federal Bureau of Investigation.

Research

Leo’s research focuses on policing and security issues, currently examining transnational and cross-border security threats and the corresponding national policy responses, particularly in areas such as cybercrime, organised crime, civil defence, resilience, and policing issues. He is especially interested in how new global trends, such as AI-enabled crimes and crypto crimes, affect law enforcement, security policies, and communities. With an emphasis on the Indo-Pacific region, his work examines the complexities of organised crime and international cooperation, considering their broader implications for policing, community safety, and geopolitical strategies. These multidisciplinary research interests span political science, criminology, and international relations, addressing security challenges on a global scale.
